Designing your cities
Every settlement opens into a city you can design street by street. There is no construction fund behind it — the Transport Fund never reaches the city, and the constraint is how much your nation has earned the right to build. This collection starts with that allowance and works through the craft.
The rules of this layer
- 01No construction fund
Unlike the national map, nothing here is paid for from the Transport Fund. Nothing you draw is quoted, charged or reported in the accounts.
- 02Population gives you land
How far the buildable area reaches is set by the population of the metro and its members — then terrain decides how much of it is dry ground.
- 03Development gives you allowance
How much you may build on that land is capped per category, and each cap comes from the macro development levels behind it.
- 04One number goes back
The city reports a completeness score to the nation, which nudges its settlements’ development growth. Nothing else crosses.
