How to read the tables
Direct GDP compounds monthly on the settlement’s GDP and is capped at ten years of compounding (for example, +5%/yr caps at about +63%).
Development boosts are monthly points into named fields, scaled down by remaining headroom as a field approaches 100. Boosts stack across policies.
Population effect is either a boomtown surge toward the stated target (scaled by the settlement’s transport service score, minimum 30%) or an extra migration pull. Only the strongest single policy counts.
Demand multiplies the passenger and cargo demand the settlement generates as an origin; unlisted axes are ×1.0. Only the strongest single policy counts per axis.
Fund is the annual percentage of the settlement’s GDP contributed to the transport fund, paid monthly; contributions stack.
Requires: “rail” means a non-ferry rail connection; “expressway/HSR” means an E-grade road or high-speed rail connection.
Assignment is allowed at the settlement’s current development stage or one stage away. A settlement’s first three policies cost base price; each further policy costs ×1.5 more than the last.
