Administrative role and population are different

The name label tells you the settlement's administrative role. The symbol beside it tells you its population tier. These two visual systems work independently.

A small national capital still uses a red, bold name. A very large ordinary city still uses a dark-grey, regular name, although its population symbol and label size will be larger.

What if the national capital is also a provincial capital?

The national-capital format takes priority. Its name appears red and bold, without the blue underline used for other provincial capitals.
